SITE will be the Defense Intelligence Agency’s (DIA’s) enterprise contracting vehicle to provide IT contract support for the DoD Intelligence Information System (DoDlIS) and its Defense Intelligence Enterprise and greater Intelligence Community customers. The SITE contracts will establish the acquisition framework for delivering the type of services and capabilities currently provided by the Intelligence Information, Command & Control, Equipment & Enhancements (ICE2) contract and Department of Defense Intelligence Information System (DoDIIS) Integration and Engineering Support Services Contract (DIESCON 3).

The ICE2 contract provides worldwide IT sustainment and technical support.  The equipment supported by this contract consists of commercial, modified-commercial, and specially designed equipment items.  The equipment is used throughout the DoDIIS and Command and Control (C2) communities to support worldwide intelligence and C2 operations.  The equipment also provides intelligence data to the National Command Authorities and various civilian agencies and departments.  A typical ICE2 site may include commercial-off-the-shelf (COTS) National Security Systems (NSS), intelligence data handling equipment, C2 equipment, Local Area Networks (LAN), Wide Area Networks (WAN), secure and non-secure video systems, communication devices, and/or exploitation equipment.  Equipment may process information of varying security classifications and many of the sites are Sensitive Compartmented Information Facilities (SCIFs).  Departments and agencies supported by this multi-service contract include, but are not limited to:  Army, Navy, Air Force, Marine Corps, Coast Guard, Defense Intelligence Agency (DIA), Combatant Commands, Joint Reserve Intelligence Program, other Defense Agencies, and non-DoD Departments/Agencies with intelligence missions or which utilize standard DoD intelligence systems.

DIESCON 3 is a Blanket Purchase Agreement (BPA) that provides IT planning, design, engineering, implementation, and technical support services, along with business functionality, program management, and intelligence analytic support.  DIESCON 3 was established for use by DIA, DoDIIS, and Intelligence Community (IC) organizations to quickly, efficiently, effectively, and economically provide a full range of IT engineering and technical support services to meet intelligence mission requirements.
